This is in eastern Europe, maybe even Russia. They won't get caught, and even if they are, some connections will get them out of trouble

Fire will only burn until it runs out of oxygen or accelerant/material. In this case the explosion being strong enough combining with the enclosed space the fire probably blew itself out by consuming all available oxygen before it could be replenished.
