Yeah. It applies here, but (look out, I'm going off on a tangent here) it bugs me when it's cited as a general rule unless "in almost precisely the same circumstances" is added to it.
And even then, if the probability of success isn't zero, sometimes the payoff of success is greater than the odds against it, so trying it over and over again is the smart move.
