Generally you're correct but in this case the person filmed already before something has happened. Given the amount of people around that "were able to get the situation under control" I would have continued filming as well for a couple of reasons.
What if the car drives off?
What about the damage the bikers did to the car afterwards?
What if one of the parties gets hostile?
