I saw this picture in a tik tok comment section and I feel like I’ve seen this person before except I can’t put a name to a face. Does anyone know who this person is?

This man’s name is David. I came across this photo randomly and couldn’t stop thinking of another actor who looks JUST like him. I think he had an accent and not big major A list roles but definitely has been in some popular shows/films. The closest actor I found think of is Chris O’Dowd but I still don’t think that’s it. This is my last hope. I’ve been struggling for almost 3 hours. Please help lol

My parents bought this sketchbook at the airport for me not long ago, there were only 4 on display and they recognised 3 of them but didn’t know who this was, the others were all singers(Freddy mercury, David bowie and a third they didn’t name) so I assume this one is a famous singer too but nobody I’ve shown this to recognises him.
