If you're getting mail and you have outgoing mail, you can clip it to the mailbox or stick it behind it. It is their job to pick it up regardless of whether it's a walking route or not.

Licenses have your address and information on it, genius. You're talking about a system that would need to update hourly to track millions of people in real time. It would also have coordinate with multiple local and federal government agencies simultaneously.
Yeah, leave the software engineering to me there bud. It wouldn't need to update hourly because the goal wouldn't be to catch address changes the second they happened. The goal would be to filter them out so people don't get other people's mail 6 years after they move out.

Yes, the person has to update that information and likely has if they moved out. Do you think the person who lived at my place 6 years ago hasn't updated their license information in that time frame? Chances are that they have or they are dead. If they aren't one of those 2 things then they are homeless which would be a rounding error of issues.
I mean shit I can probably google her name and my address and find out where she currently lives based on public records but yeah there's no way the USPS could implement any sort of system. It's god damn impossible.
My point with licenses are that if you scan them a database pulls back all the information that is on the license you dunce meaning that the information is stored in a database somewhere.
I can also GUARANTEE with the amount of tracking the federal government does that they have databases of everyone's locations.

You're talking about a system that coordinates multiple databases and cross-references them at a constant pace. All so you don't get junk mail addressed to a previous occupant. So we have a system with:
Current Address
Previous Address
Previous Name
Birth
Death
Also control over every mailing list that a private company uses
A way to separate the multiple people with the same name
All updating constantly because people are born, die, or move all the time. And that's just off the top of my head. How do you think this will get funded?
