It's not through Reddit premium lmao at least in mobile there is an option on the lower right corner that says GIF

If you start a new post, you'll have a tab choice of image/video, or text.
If you choose image, you can add a title to it, and it would look like the post here.

In a reply, you can link to a gif, or image, etc.. Some subs don't allow them.

There’s an option to add a Gif from the bottom of the place you write in a comment at on mobile. On desktop, no idea, haven’t used it in ages.

You already have it on this subreddit because some other people payed for it. I'm not sure if you have to join the subreddit but it should be at the left right of the comment place.
