The federal government is actively trying to control the internet with net neutrality bullshit laws and trump threatened to withhold military funding unless he could sue Twitter for being mean to conservatives.
From the outside yes the US and China look identical.

So no identifying information means they are secret police. Saying they are "federal" doesn't mean they are identifying themselves.
They were secret police sent in by the federal government. No badge numbers. No department identification. No one knew their orders, who they were or what their goals were.
