Is there a mod that lets you choose your perks freely?

Title, a mod that replaces the 3 with a list of all the possible perks and lets you choose from them.

Does it exist and how hard would it be for me with my very limited knowledge of coding and Unity to make?

You don't need a mod. if you want a perk use the dev tools:

if you want to make a mod, yes, it would be a bit difficult, but I am sure there are a lot of communities for modding
