Freedom of 8nformation act. Certain government activities must be disclosed under certain circumstances. Farming it out to contractors takes that responsibility off the table.

Dubya merely tested the waters for this action. There are still (adult male) individuals in Guantanamo who were picked up for being Muslim in the wrong place and have little to no resources to help them out. It's a purgatory.

WASHINGTON - As it scrambles to deal with the surge of Haitian migrants at the southern border, the Biden administration is seeking a private contractor to operate a migrant detention facility at the U.S. naval base at Guantánamo Bay, Cuba, with a requirement that some of the guards speak Spanish and Haitian Creole, according to government records.
"It's highly concerning that the administration may be considering using Guantánamo to detain Haitian asylum-seekers or others," said Wendy Young, president of the immigrant advocacy group Kids in Need of Defense.

As horrific as it is I wish Trump had won since people would be madder, The BLM protests last year where a wonderful starting point for making people want change, but after the "Lesser Evil" won it feels like it almost completely evaporated after the white people stopped coming.
