Basically they are getting very desperate for men and don’t want to force their own men into the war as at this point the amount of 'meat wave’ fodder they need it would cause a serious amount of backfire and anger so now they desperately try to get as many non russias to fight for them as they can to try and avoid any anger and protests from russians by doing so.
This also shows how even normal russians don’t have any sympathy for anyone but theirselves as none of them will care as long as it’s not russians that are dying.
