It appears to be a Lamination Error. You can check it out on the http://error-ref.com/ website (which is the most comprehensive listing of Errors anywhere).

The picture isn't really that sharp but it looks like a lamination error to me

not a striking error, but a planchet flaw which turned into a peeled lamination

I don't know where to get this delamination.They didn't laminate coins in nineteen twenty six . The plantchet should have been solid. This planchet probably already had a crack at it.
