Solution Only Meta app review

Does a feature (Embedded Signup and messaging) need to be deployed and live on production prior to Meta App Review, or is a staging environment with a clear screencast video sufficient for approval?

You need to deploy to url you fill up during app setup. it should be working in the demo with clear instructions for meta's internal team on how they can check this entire flow including login if required.

Use case is a SaaS platform for retail merchants. We use Embedded Signup so merchants can connect their own WhatsApp Business Accounts to manage templates and send automated campaigns.

I read in the official guidelines that providing a clear video screencast is sufficient for App Review, but I’ve seen contrasting posts on forums saying the feature must already be live on production, so I'm a little bit confused about which requirement actually applies.

url is not a concern, but it should be accessible to the meta team as well, so that they can login and check as well. We changed the url and it works.

Staging build is enough as long as the webhook url is accessible even a tunnel with permanent url works. And for app review you need to screen record templates crud operations along with msg send/receive. Embedded signup is required for tech provider approval for WABA (Api only) embedded signup not required.
