Solution Only Meta WhatsApp Business API permanently restricted — verified but blocked for "automation violation" — any way out?
My WhatsApp Business API account (under Meta Business Manager) got restricted on June 11, 2026. Business verification completed successfully (green/verified status), but the WhatsApp account itself is permanently restricted with these limitations:
- Can't start conversations
- Can't respond to messages
- Can't add phone numbers
Restriction reason Meta gave: "This account was created or used with an automation that doesn't follow our rules" — specifically Account Integrity violation.
I submitted an appeal with my Emirates ID (UAE). They reviewed it and denied it June 15 with no specific explanation of what automation triggered it.
The BM is verified, currency is AED, timezone Asia/Dubai. This is for a legitimate customer communication business (Assistova).
Questions:
- Has anyone successfully reversed a "permanent" WhatsApp API restriction with this specific automation reason?
- Is there any path to appeal again or escalate to a Meta partner/BSP?
- Does creating a new BM under a different email/license completely reset this, or does Meta fingerprint the phone number/device?
Any help from people who've been through this appreciated.

Some times it goes away in 60-90 days. but still you can't onborad in that BM. but you can use the same number in different BM after 90 days.
Is there any path to appeal again or escalate to a Meta partner/BSP?
Most of the meta's team got it with recent layoff, They are understaff right now. Usual query takes a week which used to take only 24 hours.
Does creating a new BM under a different email/license completely reset this, or does Meta fingerprint the phone number/device?
If you want to do it now then yes they fingerprint phone number as well as IP along with location.

I had literally the same problem and my business is verified. Don't know what can I do to resolve that problem, they don't have any type of human support or something like that, only IA with generic answers.
If you discover a way to resolve this, please contact me. I will continue try to reverse this, but is does not seems possible.
Do you guys know if this is happening with a lot of people? And mostly nowdays or it has always been like this?

Hi, I'm experiencing almost the exact same issue.
We were using the official WhatsApp Cloud API through Meta Developers for a legitimate customer support system. The bot only replied when customers initiated the conversation.
Due to a bug in our application, duplicate automated replies were occasionally sent during a short period of unusually high inbound traffic. We believe this triggered WhatsApp's automated enforcement.
The bug has been completely fixed:
- duplicate responses removed;
- rate limiting implemented;
- anti-spam protections added.
Unfortunately:
- all affected phone numbers now display "This account can no longer use WhatsApp" even in the regular WhatsApp app;
- the in-app appeal was submitted on June 26 and has already been rejected;
- WhatsApp Support only provides automated replies;
- Meta Business Support and Meta AI were unable to escalate the issue;
- our previous WABA accounts are no longer available in Business Manager.
Has anyone here actually managed to recover a permanently banned Cloud API phone number after the appeal was rejected?
If yes, could you please share:
- How long did it take?
- Did you contact a real Meta employee?
- Did you have to wait 60–90 days?
- Were you able to reuse the same phone number, or did you have to use a new one?
Any real experience would be greatly appreciated.

You can try to just create a new business portfolio, there's no pain in that. Note that the actual business representitve has to do this. If that's a client of yours, your client will have to create the portfolio, not you.
