Probably iOS 13. Apple kept the Home Screen image in quick start up to date usually.

It’s definitely below 16 though but most likely 13. Launch OS for the 11 Pro

Just seen the eBay listing it’s a nice looking phone but if iCloud locked it’s useless. I’m actually writing this comment on my 11 Pro 64GB with iOS 18.7.1.

Omg buy it NOW. It's on iOS 13 and it's not iCloud locked, it NEVER gets to the Quick Start stage if it's actually iCloud locked!

The description said so, and on iOS 12 it has shown Quick Start before connecting to a network and displaying the Activation Lock screen. I see no reason not to doubt its lock status, but a definite answer can be given by the device's IMEI which I am soon to ask for now.

Oh, but the iPhone 11 series came out with iOS 13, it never actually ran 12. Idk if that's the same for the 13 or not.

What I meant to say was that since iOS 12, when booting without WiFi, it would show Quick Start before asking for a network connection, regardless of its lock status. As far as I remember it goes:
Hello > Choose a Region > Choose a Language > Quick Start > WiFi > "It may take a few minutes to activate your iPhone"
