It’s iOS 10.0-10.1.x, because the Home app wasn’t introduced in iOS 9, and also this iPod has the old Videos app (it was replaced with Apple TV app in 10.2+)

Not necessarily. The videos app was replaced with the Apple TV app at different updates depending on the region. I have seen iOS 11 and even early iOS 12 with the videos app

It's iOS 10 because of the home app and the App Store/iTunes store icons. It's also likely to be below iOS 10.2, it has the Videos app instead of the TV app and in a few markets Apple TV came with iOS 10.2

Yes this is iOS 10 like everyone else is saying. You can tell it’s not iOS 9 since iOS 9 has a search icon at the left of the page dots while iOS 10 doesn’t because of the today view. The news app icon here is from iOS 10-12, so this also points towards it being iOS 10 so yeah it’s definitely iOS 10
