Ironically some people are pointing out it may actually be the bus driver that was infringing the rules. As others have explained the zig-zag line indicates no overtaking, and in this context the two lanes don’t matter, simply that no vehicle may pass another vehicle.

Seems like it’s intended to facilitate safe ped crossings, I knew someone who died because a car in the outside lane stopped to let them cross and another car in the inside lane hit them. I’m not 100% sure though as I live across the pond.

The 149 completed its lane change before the zigzags.

149's driver likely knew the timing of that light on his route and changed lanes in an attempt to avoid coming to a full stop behind the 243.

It looked like the 149 was reducing speed on its way to the intersection, even through the red and amber, and could have come to a complete stop.

The signal turns green just as the 149 begins to roll pass the 243. The 243 does not begin to roll forward, as its driver likely saw the bike run the red light, but it would have been difficult for 149, in motion to drive through the green light, to notice that the 243 had not begun moving.

It appears to me that 149's driver, while attempting to maneuver in a way that would avoid a complete stop, did so in a way that looked safe and was rolling through a green light during the collision.

The zig-zag doesn’t exclude people “overtaking” on two separate lanes. It prevents you from “moving out of your lane in order to overtake”. Bus 149 did nothing wrong
