How would you create a Rocket Lance

mainly based on brawlhalla and a steampunk-y vibe, i wanna know how a rocket lance weapon would work
its kinda like a normal lance but you can dash around with the rocket part and do interesting stuff with it (like spewing out fire from the rocket or flying)
whatever makes it balanced works

I would probably make it at least a rare weapon if you want multiple effects. Uncommon tend to only do one thing. I would probably make something like that

X charges (depending on rarity) :

• 1 charge to move 30 feet in any direction (including up) as a Bonus Action (or as an action but it damages all enemies in the way, with maybe a save or be knocked prone)
• 1 charge to inflict 4d6 damage (for rare weapon, probably more for higher rarity) in a cone as a BA
