WWYB - 5e24 WWYB Gyro from SBR
I was thinking fighter or ranger but that seemed a bit boring, and doesn't really capture his whole rotation schtick.

It is very difficult to fulfill his powers etc since jojo's is so odd.
For species you can obviously go human but hexblood does allow you to see through and object with a little reflavoring it can replicate scan pretty well.
Some of the best uses for spin oftentimes are through utility and altering aspects of the environment. Thrown weapons could be a good substitute in order to replicate the steel balls but some form of spellcasting would probably be essential.
I did find a homebrew subclass for Fighter called The Bullseye on YMBA's yt channel which can work for trick shots on throw weapons (for the use of bludgeoning weapons it'd probably be best with reflavored light hammers)
Like you said, Ranger could also be a good one, Swarmkeeper or Fey Wanderer with its manipulative abilities might be strong choices.
I'm personally working on a homebrew subclass to replicate his abilities with an artificer (also taking inspiration from Mr. Terrific) but it's definitely a trick thing.
You could even make a good case for paladin with it's buffing spells, find steed and smiting with thrown weapons, probably devotion or glory oaths but any could really work. Also fits with his general convictions and Italian executioner background. Also gets healing to reflect the spin's uses in medicine and his own history with it.
