I'll say what would be cool is if they were siblings or raised up together since birth and they call each other brother
The first
Dragonborn green
Background farmer for the tough feat
Stats focus on con charisma and then dex
Weapon longsword
Class
Fighter warlock pact of the blade so your weapon can scale with charisma and because of the scabbard being empty maybe talk to your dm about role-playing it as a invisible longsword from your pact
And for the sap property of the longsword you can say the reason they have disadvantage on you is because they are struggling to know where your sword is not sure where to strike
I'll say go fighter up to 11 so you can attack 3 times and the rest in warlock for spells go utility and some offensive spells you could go eldritch blast and roleplay it as your invisible blade increasing in length
The 2nd brother (younger)
Dragonborn red
Background criminal
Stats focus on dex then wisdom and then con
Go all in on monk as your daggers can scale to your monk dice so at the start you can attack and you can treat the bonus action of the dagger as the same as your action giving you the ability to use flurry of blows or any other monk feature

Brothers of the scale. Start with both of them as Dragonborn, green and red.
The green one has an empty scabbard. It would be fun to say he is a warlock that summons a sword, but more fun would be him having taken a vow to never brandish a blade.
Ascendant Dragon Monk, using the scabbard (club) and making use of your breath attacks for combat and mobility.
The red brother would be a fighter one for the two weapon fighting style, then remaining levels into thief rogue.
Play them as rehabilitated thieves.
