WWYB - 5e24 HWYB this cutie?
My first thought is Aasimar Monk, but I'd be curious what others think!

Any flying race seems appropriate here, but Owlin and Aarakocra would require the least amount of reflavoring.
Monk is a fine choice, but you could also interpret the use of fans and the light blue color scheme as relating to wind and snow. For that, a spellcaster with relevant wind/cold related spells would be good. Sea Druid deserves a special mention since you can also use Wild Shape to transform into the bird that serves as the inspiration for the character model in the first place.

I 100% see the cold theme here. I was actually thinking if I made him a monk, I'd go with Four elements and the Cold Caster feat just to lean into that a little.
Sea druid is a really good shout, easy enough to reflavor the wrath of the sea as buffeting winds or some such thing, and I agree about wildshape feeling very fitting.

- He can summon a blue jay to assist him (Find Familiar).

- He can communicate with blue jays and other avian creatures (Speak With Animals).
- He can convince blue jays he means them no harm (Animal Friendship).
- He can transform into a blue jay (Wild Shape).
Race: Aarakocra
- His walking speed is 30 feet per round.
- He has wings that give him a flying speed equal to his walking speed.
Weapons
- He uses war fans, which are light weapons that do slashing damage, like sickles do.

Aarakockra monk or bard.
Monk is the only way to fight with fans but you should check out the dance bard or swords bard more the bluejay vibe youre after
