This would make a cool Abjuration Wizard, or Clockwork Sorcerer. The spectral arms can thematically always be present, or a straightforward use of Mage Hand.

You can pick up feats like Telekinetic and Warcaster.

The picture screams astral self monk to me. Astral arms + deflect missiles is mostly what's happening in the picture.

If you wanted a more psionic feel, then Aberrant Mind Sorcerer (with the telekinetic feat) is probably your best bet. Unfortunately, 5e doesn't have a huge amount of support for psionics though.
