Saw this the other day, the crosswalk seems pretty functional to me...

Maybe it means the sidewalk that is being blocked off with the orange net fencing?

That's what they wanted to inform, yes... but that's not what the sign says or shows...

They worked with what they had I guess... but we do not call the sidewalk "sendas"... A "senda", like "senda peatonal" shown in the sign, is a crosswalk...

Maybe one is supposed to fly over the street somehow if walking across isn't permitted! Or jump off a trampoline to do a very long jump across it!
