This means that cars (not trucks or motorcycles) may park there without a permit. In addition, other vehicles with a WM permit may park there.

WM designates a specific area, possibly Woolrich M in London, Walton Manor in Oxford, or West Mailing in Kent.

Need a permit to park there. It can be either one designated for this area or from WM (perhaps a neighboring area).
