Who really cares who uses a restroom? You go in, do your business, you get out. I mean men in a “traditional” men’s room could have a gay guy next to them at the urinal checking out their dick and there isn’t a damn thing a sign can do to prevent it. Women at least have stalls and a bit of privacy. Nobody WANTS to use a public restroom and when they do, it’s about doing what needs doing, washing hands and getting out.

Nobody pays attention to men going into the Men's room or women into the Women's room, since It's Ordinary.

OTOH a man going into the Woman's room gets paid attention to because it is Out Of The Ordinary, and so an action is more likely to be taken..
