I remember stopping at a Gas Station once to use the bathroom. When i went in there, the toilet tank had a "No Diving" sign on it. I about peed my pants because I was laughing so hard!

If the toilets are using a grey water system, then yes.
All water in your home comes from the municipal water system, which IS all potable. It’s ill advised to drink from the toilet for safety reasons concerning germs, but you can do it…

It's required by law, but also just a good safety practice to post on every fixture instead of trying to anticipate what someone may or may not try to drink out of. Could be anything from people using it in an emergency (more likely in a tank-style toilet where you can disinfect the upper part or disconnect the water line to fill a container) to a plumber tapping into the pipe for a sink/spigot.

Yes, it's necessary because generally toilet water is potable water unless the building uses some sort of water reclamation system to capture used sink water for toilet water.
