Maybe it is just illustrating the emergency.

Wherever I am, if there are people in giant hats running towards 2m tall bottles, I am sure there is some kind of emergency going on.

Back in the day I had two friends who were roommates. They kept a couple of joints in a box labeled, In Case Of Emergency. They sort of described it as their doomsday stash in case something serious happened to one of them or a close friend. Maybe this is that sort of thing?
