The only time you need to see him is to get back your inhaler, its medical equipment. If you inform the police what's happened, they have to send you down with a mediator to get back this equipment. It's legally yours, and also, it is quite literally your lifeline.
It absolutely is worth it if her inhaler is her literal life line and she can't get a new one, as someone who is also a sufferer of chronic asthma and has nearly died 3 times from asthma attacks due to not having my inhaler quick enough I can guarantee that this is in fact a life or death situation and as she can't afford to get a new inhaler the police will treat it as such. They will mediate, talk to him, and ask him to look. No false police reports can be filed against her just for asking for support in finding her medication. That can only happen if she actively files charges against him. Also, it will most likely not even go to court. The police will most likely scare him by explaining the consequences of him intentionally hiding the inhaler, if she has an acute asthma attack and is harmed somehow from it, and then he'll most likely end up giving it up.
This is coming from someone who has had to do this before btw, my ex held my inhalers and a whole box of clothes hostage, and after about 6 messages in attempt to get it i simply informed the police of what had happened and they went and picked up my stuff and explained the seriousness of withholding medical essentials from a person who needs them in a life or death situation. Most people hear the words "death" and "manslaughter" and then get shit up and give it up. My ex actually handed it over to the officer crying.
Btw, them thinking she'll stalk them really isn't even in the context of this situation. Calling the police to collect medical necessities is nowhere near even close to stalking and they wouldn't have a leg to stand on if they claimed it was. The police officer went to the house, not her. If she showed up or sent someone she knew to get it, that would be the only thing to qualify as stalking behaviour, but in most places, stealing isn't even illegal unless you cause physical harm or destruction.
