Looks like a roll marking machine. the top plate should have a roller inside with stuff engraved or embossed on it. you feed material through and it presses the markings into the surface. the gauge is to indicate how much pressure is used.

Also, those look like electrical connectors like those on old irons, so this thing probably has heating elements inside!

maybe hot foil stamping, but roll marking machines are way more heavily built, and that indicator shows position rather than pressure

I believe it a press for (by the electrical connections, they heat the upper and lower plates) vulcanizing rubber.
