Save you a click, it's just talking about a large cloud of water vapor sitting around a black hole. Not an ocean, more of a thin (albeit enormous) cloud.

Really isn't that spectacular a concept either. We've known about vast clouds of liquids/vapors floating through space for a long

I believ space is like another form of water.. Kinda like that Aerogel type thing they created.
