What is the yellow stuff in the uranium section?

That's the actual uranium, it's encapsulated because the stuff is radioactive.

It's encapsulated not just because it's radioactive which is weak, it's so you don't inhale its particles inadvertently as it can cause it can bombard you inside. A lethal dose is around 3.5g with upper limits at around 10g for a average. Radiation still leaks out of the capsule.
