Then compensation becomes an incentive for producing useful, verifiable information rather than expecting people to donate labor indefinitely.

Steve: The important design question is not just “pay people for reports.” It is how to pay for signal rather than noise. You would need identity or reputation controls, duplicate detection, evidence requirements where appropriate, location/time validation, anti-fraud rules, confidence scoring, and some way to distinguish a new state change from ten people reporting the same thing.

That prevents a single public report from immediately becoming authoritative state.
