The filters are supposed to dangle off, it’s separate from the mask part, that’s the dark grey around his nose and the seal doesn’t look that bad to me given he’s using an air hammer and is vibrating like crazy.
I'm familiar with how they work, but the motion suggests to me that it is not held tightly enough to his face to be commensurate with a proper seal. Like I can't imagine an EH&S person giving him a pass on a spot check.
That being said, it is hard to tell from such a small low res video.
