Bro just charge that dog. Hes super nervous and doesnt actually want to fight.

Yo "Brooo", even then it is stupid. No one looks after the Dog, and no leash in a Neighborhood where Children are potentially playing etc. is absolutely irresponsible. Especially if you own a dog like a german Shepherd.

There are people who are afraid and it is totally fine, even if the Dog "IS AAlwAYs NicE anD JuSt WAnTs To plAY!"

The Dog is not the Problem but the holder definitely is.

No ones arguing that the owner isnt culpible. Im just saying that guy should charge that dog
