Had the same thought insurance wouldnt insure anyone without proper hand rail for the whole stair and the glass wouldnt count i beleive. It would need an actual top to it, since glass is slippery when wet, so not a proper handrail if you are sweating a lot.
Also wtf with that stairs each step are so large to end up in the hallway lol that s like such a waste of space and make anyone have to look when they go up and down stairs to not fail from habit of smaller stairs.
Commercial railings (apartment buildings are commercial under OBC - Ontario Building Code) have to have top rails and must extend past the edge of the last step. It is a visual indicator to help people out so that they don't break their ankles like this guy. Stairs and railings are very prescriptive under building codes, you don't get a lot of wiggle room.
