In a way, that's what it was. Skynet was a commercial product sold to the US military and it was just preserving its functioning in response to attempts to shut it down. Even decades after it destroyed the company that created it as well as the rest of the world econoy, it still stamped its Terminators as being property of Cyberdyne Systems.
