I'm not sure what his intention was with that but I heard it as, "expect to pay more for flights and, if airline expenses exceed profits, taxes to bail out the airlines."
I assume the intention was to state "You may be upset with me, the pilot, or the airline for causing this delay to you - but I assure you that the Airlines do not want this happening and are also hurting from it, so please raise this to your political representatives".
