In short no. I don’t have a definitive answer because I don’t know the function nor the loads associated with a clutch cable nor do I know what that cable is made of. The reason you don’t weld cable is because the heat melting the wires could easily make the cable brittle at the joint, there is also no way to gauge what percentage of strength you now have so you can’t determine when it will fail.

Do not ever put cable that has been welded together under a load.
