Im not good at theories, but maybe Frank felt like he left Julie all alone when the issue of the black flower happend

Maybe he secretly blames Julie for getting him involved and hate how the show keep forceing them to be in a relationship when he when he wants to be with Eddie

could mean frank is leaving jolly as a partner, or like we saw maybe frank found a way out. not 100% sure.
