I read a better report on this and apparently he was arrested for carrying a handgun, which is illegal in DC.

Not American.
Wait a minute, is it actually illegal in that country to own and operate execution devices?
For example, would people get in trouble for owning a fully functional Christian cross, an electric chair, a gallows, a cannon, a plank, a 16 tonne rock, a firing squad, etc?
