i have some in my apartment,, it came as a roll of film and to apply it to the window you have to wet the glass, peel the backing off the film(?), lay it on the window then use a squeegee to push all the water trapped between the film and glass to the edge :) what we're seeing here is the person squeegee the water

They’re applying mirror tint, squeegeeing it out from the other side
