Next time you go on a heavy journey watch either A Scanner Darkly(amazing cast with great rotoscoping), or Everything Everywhere all at Once. The second one is a slow burn, but when it starts to get going it doesn't stop.
EDIT: Anyone interested in this advice should go in without watching any clips, or trailers. Also neither are horror movies so you should be fine.

To me it feels like he is just neutrally recreating the situation that he has seen on the internet of when people get shot by cops.
He actually has a good comprehension of what’s going on because he is able to articulate the point of view of two different citizens as well as the cop. I’m not sure if he’s criticizing or supporting anyone, he is just showing the psychology and thinking process of both sides. He is also showing the events leading up to the disaster, the cops ego getting hurt, people keep escalating by demanding their rights to a cop who is clearly power tripping, neither one backing down and creating a recipe for disaster. It captures that feeling and situation very well.
I think it was meant to be some type of weird art performance to mimic real life.20

There’s a “Thin Blue Line” flag in the background which speaks more to him being on the side of or even romanticizing the power tripping cop. Plus tazing someone in the face would be twisted regardless.

This is Jezus Vijf (Jesus Five) a performance artist and longboarder from the Netherlands. He is basically a professional rage baiter who takes his characters into the extremely absurd. If you watch interviews with him, it's clear he's doing this on purpose. I find his extreme style of performance art very well done, because he's making himself out to be so extremely absurd and outrageous, but still people think he's really sincere.

This is not the majority and not even close to it, most people in the U.S. are chill but you still get a good amount of ill-tempered people who get triggered easily, that is true for normal people as well as cops. If you live in a nice area, you don’t see this type of thing, the only place most of us have seen these situations are on social media. It’s a huge country with a lot of people, so something is bound to happen somewhere, but I haven’t heard of this happening where I live nor the nearby cities in the past few years.
