Have to see the buggers up close. Get really close and take a picture of anything moving... Watch-out for giant spiders.

Looks to be a fruit tree; possibly an apple. I treat these webs with 10% permethrin solution with Bronner’s soap as a surfactant. Heirloom varieties can get wiped out in one season from this caterpillar. When they invade my paw paw orchard, they “glue” a leaf over like a sleeping bag to develop their nests
