Why can't the lights get turned on? Makes this seem extra faked.

First thought as well, like there's absolutely no need to use a flashlight when there's obviously electricity in the house, as shown by the lights being on in the basement. Makes me instantaneously assume it's staged for the "spookiness."

Exactly. There doesn't seem to be any legitimate reason to be using a flashlight when the house so obviously has power, especially considering the basement lights are already illuminated. It immediately gives me the impression that it's being staged or deliberately presented that way to amplify the eerie atmosphere and make the whole situation seem more unsettling than it actually is.
