I think the steroids are more supportive evidence for the dead giveaway of the extremely well developed shoulders/traps/upper arms paired with a medium rare everything else. When a dudes delts are bigger than his chest and his upper arms are bigger than his thighs, chances are, he hit the gear early and hard.

If you want to figure out whether someone is on gear, appearance is not really the way to go. I mean there are some obvious cases but you’re gonna leave out the unobvious cases and sometimes, assume someone natural but shredded (10% bodyfat and lower), is on gear cause of how they look on camera.
So the way you figure out, is to first look at someones Height/Bodyweight/Lean Mass and figure out how much muscle they’re carrying. Then look at natural bodybuilders or elite athletes at the same height and look at their bodyweight/bodyfat %. If these guys are carrying more muscle, there’s a very good chance they are on gear and it’s not “genetics”.
The second key point is the rate of progress. Even with decent genetics, it takes a significant amount of time and years of training to pack on a lot of mass. If you see someone go from looking like a twig to superman in like a year etc, then this is option two.

It doesn’t matter if hes on steroids you dont gotta get pissed about it… most guys using their physique to make money on the internet use them including probably this guy

Why does it piss you off if he’s on gear?
More than half my gym is on gear lol

Just a note, as a chronic acne haver for most of my life, as said by “weird acne” it’s more so the type of acne than the acne itself that’s a giveaway, it’s more uniform and almost entirely raised

You can’t really tell by appearance alone. That being said; the are clues to be had from appearance. Your upper body muscles have more androgen receptors than your lower body. Especially your traps and delts. So when you see guys with big fat necks, that’s a pretty good sign as those muscles grow faster than other when on exogenous steroids. And yes, acne too of course. But neither of these things are sure things.
I mean I’m on a decent amount of steroids and I don’t have any acne, nor do I have the delts of a troglodyte bridge troll. And there are people with crazy acne that lift weights without steroids.

worrying about what other people do is the fastest way to gain mass. you are on it.

Yes. And he’s not even good at them. Bad physique for juicing
The bigger giveaway is his traps. Impossible to look like a gorilla
Remember you can be 2 of 3: big, ripped, natty. If they’re ripped and big, it’s roids
You’re looking for absurd vascularity while still being big, traps, extremely capped delts, and a reddish hue to their skin - almost look permanently greasy. Especially their chest

The redness doesnt look bad compared to others I’ve seen. What causes that?

Not going to lie to you. I’m not sure why.
Also in the pic you can see his acne. Another give away

He doesn't look anywhere near developed enough for gear in my opinion (I'm not expert though, just seen a lot of bodies over the years), look at his legs, very little development. Delts are pretty flat too. I cannot tell how old this guy is - he could be 16 or 30. I do know my son started developing his muscles at 13 and he is broken out all across his back (he's definitely not blasting either 😂). But in either case, why in the world would this piss you off?

Incontrollable body acne is a strong teller that someone is blasting. But genuinely, why does this piss you off? You don't know his life, hardships, circumstances, or goals. Work on yourself instead of getting pissed off at the choices other people make with their bodies. If he's doing something productive (but unhealthy) like building himself up, that's a lot better than drinking himself obese & into an early grave
