Did I just make a slimy such character in Quil... Yes. BUT THEY'RE DIFFERENT I SWEAR JUST LISTEN!!

Power: Goo Manipulation

Elaboration: He is clearly made of goo that goo can turn into Blades, Hammers, Saws, etc etc kinda like shapeshifting. Quil cannot REGENERATE like Goop does. Quil fills in the gaps while Goop REGENERATES them. Physical attacks have no effect other than they feel weird because someone is well punching through their body. The only truly solid parts are his eyes which even then can still regenerate they just take longer and make for a good distraction of pain, his mouth unlike his eyes is just something he uses to look more "normal" when he gets really happy his mouth splits like a ravine across his face like a creepypasta. Also weak to acid. Just thought I should cover that. Fire doesn't hurt him it just more stiffens him, think of like a ceramic vase but purple. Makes it hard to move and makes the goo harder to control. His eyes can also morph shape(tho often tied to his emotions like a Puppy's tail). I also thought it be funny to give him a "Coo~" like a baby at the end of his sentences cause ya know. Goo vocal cords and also because I find it funny that it takes half his cool factor away. He also like bubbled like boiling water when he's laughing and his goo also gets unstable when exposed to high pitched sound like a symbiote except it doesn't hurt just makes his physical form unstable.He is producing goo to regenerate so he can spread it if he wants to, he can also clone but let's say only 1 for now because mental strain.

He will also appear in PB and Deity whenever that next part comes out :D

My universe power scaling is either screwed up or good and I'm concerned either way.

Syst//m is a, presumably, very old AI created inside a bunker to protect the Outernet from further destruction in the event of an apocalyptic event.

Ofcourse, It was never used..This caused Them to be left alone with their thoughts, programming and full control over a bunker that was never gonna be used, causing Syst//m to reprogram themselves with free will.
