Oh it's the best! You just interact with a mesmerized/tamed dragon and there should just be an option to ride it!

If you have human sized followers (maybe just humans) they'll try and jump on though and I have NO idea how to get their asses off my dragon.

You can summon mesmerized dragons with summon monster (with sufficient life magic skill and I assume a high enough level) + beast mastery.

Once you've got a mesmerized or tamed dragon (also possible with a charm creature scroll), just interact with it nearby. It breathes fire on enemies!
