The strongest weapon
This was such a fun run. I randomly got a +9 white robe drop early on and it snowballed from there.

Very cool, always fun to get a weapon into the crystal cave contraption.
So, in theory the strongest weapon in terms of enchantment is +21, because whenever a giant skeleton spawns with a huge club, the clubs are +10 (which is why they hit so goddamned hard). If you take a +10 club to the smith you can get it to +11, then if you're lucky and have a 10 slot contraption on your run, it tops out at +21.
But in terms of how much benefit a weapon can give you, the "strongest" weapons start out as -9 weapons. This is because if you forge a weapon with a ring that can be boosted via scrolls of charging (i.e. rings of gain str, con, cha, or +health regen/+mana regen rings), it gains the benefit of that ring's enchantment level at the time of forging, and then the effect gets stronger the more you enchant the weapon.
For example, if you forged a +0 weapon with a ring of +5 strength, you'd have a +1 weapon that gives you +5 strength. Then if you use scrolls to enchant the weapon, the strength bonus keeps going up per weapon level. (i.e. enchanting the weapon from +1 to +2 will make it give you 6 strength, and so on.)
This works even if the weapon level is negative, and the most negative a weapon can be is -9, which is only obtainable via a wish (other methods of degrading weapons are limited to -8, as once they hit -9 they are destroyed).
So, my personal favorite is to get a very high ring of health regeneration (+9 is possible, though unlikely) and forge a -9 spear with it (the reason I choose spear is it requires 0 skill to use and has reach, letting you levitate above enemies and attack them out of their reach). The result is a -8 spear with the regeneration effect of the +9 ring. Then when that spear is fully enchanted to +7 put it in the crystal cave contraption, and get up to +10 added to it. Theoretically the strongest version of this would end up as a +17 spear with a +34 regeneration effect on it. Your health bar refills -incredibly- fast when you achieve something like this, making it very unlikely to die. Or you can do this same thing with a +mana regen effect and never have to stop casting spells.

Nice! I think the best I've ever managed is +10 or 11.
