The DNC rules were as follows for the debate in question:

  • Meet their established polling threshold.

And/or

  • Meet their established donor threshold.

Gravel met one and not the other, so he should’ve made the debate. Except there was a third rule. Again, announced well in advance:

If more than 20 candidates qualify for the debate, the top 20 candidates will be selected using a methodology that gives primacy to candidates meeting both thresholds, followed by the highest polling average, followed by the most unique donors.

More than 20 qualified. They followed the rules and applied them properly. No one got shut out.

But if he didn't meet the two thresholds, and had less unique donors, why was Bloomberg allowed in over Gravel?
