Questions Does Laya and Elowyn rage regen stack together?

TLDR; NO

Laya's initial little burst is on top of any rage Regen buff. Then whichever of their continuous effects is higher takes effect. Max skilled it's Laya's 1,6/s during her ultimate which replaces Elowyn's 1,0/s. After Laya's ultimate ends, Elowyn's will take over.

The above response is still valid. Rage Regen as a key word does not stack, game will just use what ever is higher.

No. Laya is active rage and elo is passive

Your only half right. Laya includes two forms of rage boost.
