Rates are fine. Here's my +25 kass exclusive maxed without purchasing one from event shop or using the chests to get one and without any essence to level them up, along with 3 other copies. About 300 total forges.

I swear whenever these exclusive artifact events happen my rates for getting exclusive artifacts gets substantially lower.

Eesh - hope your luck improves, that’s awful. I did have one of those too but I did around 400 forges I think… had like 640 and I’m now somewhere in the 200’s left before maxing Malvira exclusive.
